GRAND FORKS — A recount for a razor-thin vote to adopt a home rule charter in Grand Forks County will take place later this month, according to Auditor Debbie Nelson.
Grand Forks County voters twice in the past rejected home rule proposals, including 1992 and 2008. Though the sales-tax proposal appears to have failed, it doesn’t mean the County Commission can’t try again later. That’s because with home rule to be adopted in the county — pending the recount, of course — commissioners now can bring new tax proposals to voters. Without home rule that wasn’t possible, and their typical alternative was to raise property taxes to fund projects.
